Long application forms no longer lose draft state on refresh

What we fixed

A change to the autosave debouncer last sprint accidentally cleared in-flight drafts when applicants reopened a tab whose session had expired. Anything entered after the last successful save round-trip was lost.

What changed

• Drafts now persist to local storage and the server, with the local copy used as a fallback when a session reconnect happens.
• Added an end-to-end test that simulates a 45-minute tab reopen mid-form. CI fails before we ship this regression again.

Affected applicants

We've reached out to anyone who reported a lost draft in the affected window and restored what we could from server-side autosave snapshots. If you spot a missing application, support can pull from the 14-day backup.
