Reviewer notes finally support rich text

What's new

• Notes pick up a lightweight toolbar: bold, italic, headings, bulleted and numbered lists, inline code, links, and @mentions of teammates.
• @mentions send a notification to that teammate and link back to the applicant profile.
• Notes are stored as markdown under the hood so they keep their formatting when you export to PDF, CSV, or copy into a Notion doc.

Why it matters

A pipeline note that spans more than two sentences should be readable. Heading + bullets beats wall-of-text for the next reviewer who picks up where you left off.
