Bulk mentor assignment — match a whole cohort in one move

What's new
- Multi-select mentor assignment — pick any number of mentors and attach them to a program in one save.
- Same flow for unassignment — remove mentors in bulk the same way you added them.
- No more per-record clicks — what used to be N actions is now one.
Why it matters
Mentor matching is one of those tasks that's "five minutes per cohort" until you do it for the tenth time this quarter. For programs running parallel cohorts or rotating mentor pools every batch, this collapses a tedious chore into something you can do without thinking about it.
