Community Permission

Administrators can configure each role's access to the user profile and the Startup profile. To manage these permissions, the administrator must go to General Settings and click on the User Role Settings section.

Here you will find the default user roles, which are not editable. However, the Visibility Settings section at the bottom can be customized by administrators, allowing you to specify the level of access to startup profiles and users' profiles.

For custom user roles of course this option is available.
